Town Budget & Financial Information

The Town of Naples’ fiscal year is January 1 – December 31. The budget process begins early in September and is completed by December 1.

The Budget Officer formulates a draft based on requests from Department Heads and other sources.

The Town Board then works together to set priorities for spending and makes adjustments prior to finalizing the annual budget.

Town Tax / Property Information

Property tax bills for the Town of Naples are issued jointly with Ontario County property taxes on January 1.

Town/County taxes are due without penalty by January 31.

After March 31, unpaid taxes are turned over to the Ontario County Treasurer’s Office for collection.

Instructions on where to pay your bill are listed on the upper right hand area of the bill.

Absentee Ballot Applications

An Absentee Ballot Application must either be personally delivered to your county board of elections not later than the day before the election, or postmarked by a governmental postal service not later than 7th day before election day. The ballot itself must either be personally delivered to the board of elections no later than the close of polls on election day, or postmarked by a governmental postal service not later than the day before the election and received no later than the 7th day after the election.

Voter Registration

Fill out the form below and send it to your county’s address on the back of this form, or take this form to the office of your County Board of Elections.

Mail or deliver this form at least 25 days before the election you want to vote in. Your county will notify you that you are registered to vote.

With this form, you register to vote in elections in New York State.
You can also use this form to:
• change the name or address on your voter registration
• become a member of a political party
• change your party membership
• pre-register to vote if you are 16 or 17 years of age.

Conservation Licenses

Hunting License/Privilege/Permits may be purchased at a License Issuing Agent location, online or by phone.

In NYS Town Clerks are License Issuing Agents for the NYSDEC.

Dog Licenses

In the Town of Naples all dogs shall be licensed with the Town Clerk by four months of age.

Any dog owned by an individual who relocates to the Town of Naples must register or license such dog within 30 days.

If previously licensed in the State of New York, no fee will be collected until the existing license is required to be renewed.

A current certificate of rabies vaccination at the time of licensing or renewal is required.

Licenses for dogs less than one year old are for a maximum of one year.
Licenses for dogs over one year of age may be for up to three years.

$28/year per unfixed dog
$19/year per fixed

Parking Application & Permits for People with Disabilities

The NY State Vehicle and Traffic Law defines the permanent disabilities that qualify. If you have a permanent disability that qualifies, you can get vehicle plates for reserved parking from the DMV or a parking permit from the Town Clerk.

Marriage Licenses

A couple who intends to be married in New York State must apply in person for a marriage license to any town or city clerk in the state.

The application for a license must be signed by both applicants in the presence of the town clerk.

Applicants are required to provide proof of age by submitting to the issuing clerk an age–related document showing the date of birth and proof of identity.

Information regarding previous marriages must also be furnished upon application for a marriage license. This includes whether the former spouse or spouses are living, and whether the applicants are divorced and, if so, when, where and against whom the divorce or divorces were granted.

Although the marriage license is issued immediately, the marriage ceremony may not take place within 24 hours from the exact time that the license was issued.

A marriage license is valid for 60 calendar days, beginning the day after it is issued.

The cost is $40. This fee includes the issuance of a Certificate of Marriage Registration.

This certificate is automatically sent by the issuing clerk to the applicants within 15 calendar days after the completed license is returned by the officiant (person who performs the marriage ceremony).

Village Budget & Financial Information

Budget workshops begin in December of the current year, ending in March of the current year, budget adoption occurs in April of the current year for the fiscal year that begins June 1.

Village Board Minutes

Village Tax & Property Information

Tax Bills for the Village are sent out June 1.

They are due generally speaking without penalty by July 1.
[Note: This year we received permission via executive order of the governor to prolong the penalty free period til July 30.]

NORMALLY the schedule is as follows:
7/2 – 7/31 ⇢ 5%
8/1 – 8/31 ⇢ 6%
9/1 – 9/30 ⇢ 7%
10/1 – 11/02 ⇢ 8%
11/3 – 11/3 ⇢ 9%
After which remaining taxes due are sent to be collected by Ontario County on a separate fee schedule.

Village Election Information

The Village election is held annually in March – generally the third Tuesday of the month, unless it falls on the 17th.

This year’s election was postponed by executive order to September 15th . More details to follow.

Water and Sewer are billed monthly.
